NPR for MNIC, UID Project & Interpol’s E-identity Database Unfolding Under World Bank, US & French Influence
New Delhi/March 1, 2012: Chairman, Planning Commission’s Unique Identification Authority of India (UIDAI) and ex Chairman, Infosys Technologies hosted senior financial services executives from the U.S.-India Business Council (USIBC) were hosted by Nandan Manohar Nilekani on February 29, 2012. In a statement, industry delegation reaffirmed and commended their support for the competitive principles upon which the Unique Identification (UID) platform is being developed. The fact is that UID is a US Government’s initiative. The UID Policy of US Military is dated July 29, 2003. Thus, UIDAI’s claim that “UID system is a civilian application of biometrics” is misrepresentation of facts attempting to confuse legislators and citizens across the country.
Earlier, Robert B. Zoellick, World Bank Chief met Chairman of the UID Number project on December 4, 2009. What is least talked about is that the E-identity and UID related projects are part of World Bank’s eTransform Initiative formally launched in on April 23, 2010 and Interpol’s e-identity database project. This along with Union Finance Minister, Pranab Mukherjee’s announcement in January 2011 voluntarily seeking full-fledged Financial Sector Assessment Programmee by IMF and the World Bank merits attention.
In April, 2010 L-1 Identity Solutions Inc. (which has now been purchased by biometric technology company Safran group, a French corporation signed a Memorandum of Understanding (MOU) between L-1 and the World Bank was signed as part of the launch of the initiative at a World Bank Spring Meeting event attended by many developing country Ministers of Finance and Communications. It claimed that this collaborative relationship with the World Bank is meant to improve the way governments in developing countries deliver services to citizens as part of the launch of the World Bank eTransform Initiative (ETI).
The World Bank's ETI seeks to leverage Information and Communication Technology (ICT) to build a knowledge sharing network that helps governments of developing nations to leverage the best practices of practitioners like L-1 and others to improve the delivery of social and economic services. The knowledge sharing network will focus on areas such as electronic Identification (eID), e-Procurement, e-Health and e-Education; areas vital to promoting the participation of citizens in democratic processes, such as voting, and helping undocumented citizens get access to health and welfare programs. The World Bank is currently funding 14 projects related to e-government and e-ID around the world. Are citizens to supposed to believe that the Bank is working to ensure that India's national interest and its citizens rights are protected? Is it a coincidence that World Bank Chief is always a US citizen?
"The speed and precision with which developing countries administer services is dependent upon many factors, not the least of which is the ability to verify the identities of those receiving services," said Mohsen Khalil, Director of the World Bank's Global Information and Communication Technologies Department in a statement. "L-1 brings valuable expertise in identity management to the initiative's knowledge network. Together with L-1 and other vendors, we look forward to building systems that better administer critical government services and reduce identity-related fraud that can dramatically increase costs of social and economic programs and prevent aid from getting to those who need it most."
Robert V. LaPenta, Chairman, President and CEO of L-1 Identity Solutions added, "We recognized early on that this program aligned with the goals and objectives of our Company and that there was tremendous value in our participation. We believe that identity management solutions and services can make a significant contribution to society and undocumented citizens in developing countries, bringing them out of anonymity and helping establish their place and participation in society and affirming their rights to benefits they are entitled to receive as citizens." LaPenta was a member of US President Barack Obama’s delegation that visited India. It was reported that he visited UIDAI as well.
Notably, six MNCs and two national governments are partners in the Banks’ ETI project. Besides L1 Identities Solutions Inc (now part of Safran Group which has 30 % stake of French government and it has entered into a 40 year partnership with China) companies like IBM, Gemalto, Pfizer, Microsoft, Intel are its partners. Bill Gates, Microsoft Co-founder met Nilekani in July, 2009. Two national governments which are partners are France and South Korea. In India, Safran Group is headquartered in Hindustan Times building, New Delhi.
It does not appear to be a coincidence that Lyon, France based Ronald K Noble, Secretary General, INTERPOL, world's largest police organisation too has called for global electronic e-ID identity card system.
It is quite clear that UID platform is situated in the Union Home Ministry’s National Population Register (NPR) for Multi-purpose Identity Card (MNIC) which is unfolding under Census Commissioner and Registrar General of India, Dr C Chandramouli.
The US industry group underlined the “game-changing UID applications in payments, savings, and other tools for driving efficiency and transparency” using “already created one of the world's largest platforms (that is) transforming not only authentication but also everything from government payments to financial inclusion”.
The USIBC delegation comprised of insurance, banking, electronic payments, investment and asset management companies. The delegation is comprised of senior global executives from Bank of America, BNY Mellon, Citi, CME Group, Franklin Templeton, Goldman Sachs, MasterCard, MetLife, NYSE Euronext, State Street Bank & Trust, VISA, and Western Union. in the Indian economy.
Interestingly, U.S.-India Business Council was formed in the controversial year of 1975 for commercial ties. Its membership comprises of nearly 400 of Indian and US companies. The incestuous relationship between companies in India and US and ruling parties is no more a secret after US Supreme Court’s order in the United Citizen vs Federal Election Commission case and India’s Companies Bill, 201. Legislators, states and citizens have to decide on a non-cooperation movement sooner rather than later.
Citizens may recollect that eternal vigilance is the price of liberty in the face of a surveillance State that is unfolding using National Population Register (NPR) for Multi-purpose Identity Card (MNIC), Unique Identification /Aadhaar Number, Radio Frequency Identification (RFID), DNA Profiling, National Intelligence Grid (NATGRID), Public Information Infrastructure and Innovations, NCTC, Electronic Services Delivery Law, amendments in Information Technology Act, Land Titling Bill, New Telecom Policy etc.
